La vicenda si svolge in un tempo che «non è né futuro né passato, eppure un po’ di entrambi, dove Sam Lawry è un modesto impiegato alla ricerca della donna amata. Inseguendola, sperimenterà la morsa di un sistema statale altamente burocratizzato e meccanizzato, dove regole e protocolli si autoalimentano controllando ogni aspetto della vita, fin quasi a soffocarla: in questo mondo dominato dal cinismo spietato dei potenti, anche riparare i tubi di controllo dissimulati dietro ogni parete della propria casa costituisce un atto di rivolta e il primo gesto verso lo scardinamento del presente-futuro delineato da Gilliam, da cui Sam Lawry vuole evadere.
